AGFUND Structure

 

 

  1. President of AGFUND, His Royal Highness Prince Talal Bin Abudl Aziz.
  2. Board of Directors of AGFUND, chaired by HRH President of AGFUND, and the membership the representatives of the Member States, namely: Kingdom of Saudi Arabia, State of Kuwait, State of Qatar, State of Bahrain, State of United Arab Emirates, and Sultanate of Oman.
  3. Executive management which, in addition to the Executive Director, includes the following departments :
    • Projects Department.
    • Resources Development.
    • Communications Department.
    • Total Quality Department.
    • Information Center.
    • Finance and Administration Department.

 

 

Executive Director

Objective:

The general supervision of all the Programme departments and units, and coordination among them so as to fulfill the goals and to achieve the programme plans to the highest efficiency and productive level.

Tasks:

  • General supervision of the programme departments and issuing required directions to implement their activities according to the approval goals, plans the benefits.
  • General supervision of the programme annual plan preparation and follow up the implementation after approval thereof.
  • General supervision of the annual budget preparation and to follow up its implementation.
  • General supervision of the application of the approved administrative and financial regulations and by-laws and to suggest any required amendments.
  • Suggestion of the appointment of the department managers and the approval of the other employees.
  • Expanding and developing the Programme relations with the benefiting quarters.
  • Singing the contracts for the administrative expenses.
  • Any other works of which the Programme Chairman is to be as signed.

Department : Comprehensive Quality

Objective:

To qualitatively developed all the work techniques of the Programme so as to achieve the concept of the performance Comprehensive Quality and to ensure the adequacy of the performance of the executed administrative and financial operations.

TASKS :

  • To develop work manuals, procedures and forms used in the Programme Departments.
  • To develop standards for the evaluation of the projects submitted to the Programme.
  • To develop techniques and follow-up forms of the projects during and after implementation.
  • To prepare periodical reports to compare the work progress through the execution phases set out in the program executive plan and present them to the Executive Manager.
  • To check to what extent are the projects in compliance with the testing criteria, and to work to improve the choice quality and project follow-up.
  • To review all the kinds of the contracts, agreements and obligations and to make sure of their correctness and compliance with the Programme objectives and plans.
  • To check the Programme financial aspects according to what is set out in the two articles, (84) and (85) of the financial regulation.
  • To take part in the activities of the Programme's Internal Coordination Committee.
  • To make sure of the rationalization of the financial resources and their use in an effective and economical way.
  • To ensure that all the financial operations are regular and in compliance with the laws, regulations and instructions applications, and to check the accounts and registers to make sure of its corrections and regular registration.
  • To review all the financial operations from the documents and accounts point of view, before and after there payment.
  • To check the performance of the Programme departments and divisions to make sure that the financial and administrative objectives and polices are achieved and the regulations and instructions made by the Administration Committee are observed.
  • To make suggestions and how to treat the failures of the effective systems and regulations, the administrative and financial procedures and the adequacy of the forms and registers used.
  • To coordinate with the external auditor and to facilities his mission.

Department : Recources Development

OBJECTIVES:

To carry on all the works required to develop the Programme resources, to make the recommendations related to the determination of the money reserves for the Programme activities finance.

TASKS:

  • To find out and develop a database on the international organizations, multinational companies, world and regional foundations that can support the Programme
  • To make recommendations on determining the foundations of the reserve investments, to evaluate the results and prepare periodical reports to the Executive Manager.
  • To prepare a plan for the Programme resources development for the different international, regional and local organizations and present it to the Executive Manager for approval.
  • To propose new fund sources, such as showroom, endowments, and income generating projects.

Department: Media and Public Relations Department

OBJECTIVE:

Communications a clear and strong message, through the media, on the role, activities, and achievements of the Programme to the various categories benefiting form its work worldwide, to the supporting governments, and local, regional and international institutions.

TASKS:

  • To prepare the annual media plan on the objectives and strategies and present it to the Executive Manager.
  • To implement the approval annual media plan.
  • To collect the information from the different Programme Departments covering their media requirements.
  • To prepare and issue press release about the Programme and its projects.
  • To prepare an annual report on the Programme achievements in coordinates with different parties.
  • To conduct the public relation functions for the Programme on different occasions.
  • To coordinate with outside media parties to cover events and different activities of the Programme.
  • To conduct different administration functions required for the presentation of the annual Programme prize.
  • To monitor all media releases on the Programme issued from the different media publishers and prepare quarterly reports on the same, for the Executive Manager.
  • To participate in the meetings of the Internal Coordination Committee.

Department: Information Center

  OBJECTIVE

To communicate a clear and strong information image on the role, activities and achievements of the programme to all beneficiaries in its services all over the world, to the supporting governments and to the international, regional and local organizations.

TASKS:

  • To prepare the annual information plan, including the goals and activities of the programme and present it to the Executive Manager.
  • To implement the plan.
  • To collect the information aspects of the plans and projects, having the desire to dissipate their information to different quarters.
  • To prepare and issues the media publications required on the Programme and the projects it executes.
  • To prepare the annual report on the programme accomplishments in coordination with the competent authorities.
  • To implement the public relation works of the peogramme on different occasions.
  • To coordinate with the external mass media organization to cover the programmes different activities.
  • To carry on all the administrative and executive works required to grant the programme annual prize.
  • To follow up what is published or broadcast through the different mass media and to prepare periodical reports to the Executive Manager.
  • To take part in the meeting of the Internal Coordination Committee.

Department: Projects

OBJECTIVE

To propose, study. Analyze, and assess the project, which will bee funded according to the strategies goals of the programme and to devise the annual executive plan and follow up on its implementation.

TASKS:

  • To suggest the project priorities within the framework of the approved axes and to report them to the Executive Manager.
  • To notify the benefiting categories of the project priorities and the axes of financing the approved annual projects.
  • To supervise the study, analysis, and evaluation the projects provided for financing from the benefiting categories.
  • To prepare the annual plan for the execution of the project to which the programme will contribute according to its strategic goals and the criteria on which the projects are chosen and reported to the Executive Manager for approval by the competent authorities.
  • To prepare the agreement contracts of the finance of the projects decided to be funded and to present them to the Executive Manager.
  • To coordinate the operations of the project execution financing, according to the phases and time fixed for that, in cooperation with the Administrative and Finance Affairs Department.
  • To follow up the project implementation operations and to report the suggestions made on how to solve any problems or how to overcome any obstacles it faces.
  • To coordinate with the Comprehensive Quality Unit, so as to improve and develop the procedures and standards related to the choice of the project, the follow-up on their implementation, and the evaluation of their effects and results.
  • To choose the interim experts to take part in the study or the follow-up of the project's implementation in accordance to the rules organizing such a matter in the prigramme.
  • To coordinate with the Information Center to provide their activities information.
  • To prepare periodical reports on the progress of the administration works.

Department: Financial and Administrative

OBJECTIVE:

To apply the financial system rules to the financial transactions and to the programme branches, so as to organize the agreement to collections processes as well as the documentary circle of each of them according to detailed procedures, in order to tighten control over the projects and the peogramme internal activities expenditure.

TASKS:

  • To prepare the programme forecast and to present it to management for approval.
  • To approve payment out of the budget.
  • To prepare a memorandum requesting the generation of new items in the budget.
  • To prepare a memorandum requesting the reinforcement of the chapters whose provisions have run out.
  • To work on the agreement of payment operations in case the budget is not approved in time.
  • To apply the regulations in relation to payment general rules.
  • To apply the regulations in relation to the programme resources.
  • To follow up the financial system on the computers so as to record all operations related to the programme activities according to the accounting recognized bases and rules in addition to generating the periodical financial statements from the system.
  • To apply the system to personal affaires, especially in relation to :
    • Appointment.
    • Promotion.
    • Performance evaluation.
    • Training.
    • Salaries and annual allowances.
    • Allowances, compensations and awards.
    • Transfer, assignment and secondment.
    • Liability, and disciplinary rules.
    • Health care and medical insurance.
    • End of service.
  • To take part in preparations for the programme ceremony at its annual international award.
  • To prepare the monthly reports, showing management achievements and the remarks and obstacles faced by management.
  • To review the financial system and personal affairs and marking remarks for the purpose of amending some items in away that serves the programme work.
  • To participate in the works of the Programme's Internal Coordination Committee.
  • To take part in the committee formed by the Executive Manager.
