Projects Criteria

AGFUND applies a set of criteria with regard to, project selection and funding priorities, as well as project follow-up and evaluation, as follows:

First : project selection and funding Criteria :

  1. The project objectives must coincide with AGFUND objectives.
  2. Continuity of project after implementation, and the sustainability of its dependence on its own resources for funding.
  3. The project must be technically capable of being implemented and the methods and techniques of its implementation must be simple.
  4. The project implementation period must be convenient to the time frame of AGFUND plan.
  5. Reasonableness of the project estimated costs.
  6. Availability of the funding necessary for the project and the reasonableness of AGFUND contribution to the project cost compared to that provided by other contributing or implementing parties.
  7. Qualification of the project executing agency in respect of the necessary technical and administrative capability.
  8. Meeting of all AGFUND documentation and technical studies requirements including the project feasibility study.
  9. Non-funding of current expenses, such as salaries and maintenance costs.
  10. Possibility of measuring and determining the expected results and outputs and the extent to which they fulfill the AGFUND objectives.
  11. Existence of the reasonable schedule, which determines the expected period for completion of the project activities.
  12. Items specified for funding must be realistic, with no duplication in the funding of project components.

Second : Criteria for determining project priorities:

  1. The development level of the beneficiary country.
  2. Number of the project beneficiaries, priority shall be given to the projects which serve larger number of beneficiaries.
  3. Support of pioneering projects, which could be applied in different countries.
  4. Support of projects to the cost of which the beneficiaries contribute large amount.

Third : Projects Follow-up and Evaluation Criteria:

  1. Adherence to the project implementation timetable submission of periodical financial and technical phased progress reports.
  2. Compliance with items and components for funding agreed upon, without exceeding them except after seeking the prior written approval of AGFUND.
  3. Insuring the proper implementation via field visits or by experts.
  4. Highlighting the role of AGFUND in the project.
  5. Measuring the satisfaction level of beneficiaries and the extent to which the project meets its planned objectives.
